Subscription numbers in Korea and suchlike are mostly based on number of 'seats' purchased by internet cafe's, which then offer ability to play game in question as service. So while such cafe can have 20-50 registered licenses for playing the game, actual number of players taking advantage of this ability at any given time can be just few, or even none.
