A divided government does make it hard to accomplish the goals of either side, but on the other hand, it also presents a stability of sorts as nothing changes too fast which has it's own effects on a society.
Watching the branches of government here in the U.S. switch back and forth over the last 25 years or so, you can see that having power split between the executive branch and the legislative brings a quasi stalemate where comprimise must happen. When one side or the other has complete control (as is the current case here) you get unchecked power and all the problems that go with it.
