Erm, NO, past expansions were NOT US-EU compatible. RotZ was bundled with both US and EU clients; but for CoP, the EU version did not work with a US account - yes you can get the game files to install, but you need US/EU/JP keys to activate an expension for a US/EU/JP account. There was major controversy over that at the time, because up until a few days of the CoP release, S/E tech support had claimed that they were compatible. So for ToAU it was hardly news that a US account needed the US expansion etc.
It also seems odd to me that there was no manual included - I imported the US version for my US account, and that did have a (useless 5-page) printed manual and a single DVD; it also clearly stated that the original game was required. But I guess it's possible they changed this for the EU release.
