Colonialism. Since France had so many African colonies there are a lot of people with mixed heritage. The rules of international football are that if you have dual-nationality, you can pick which country to play for but once you've played for one in an international match, you're 'bound' to them. A lot of players of African descent were eligible for French passports and so they switched sides. Then, in the last few years, the opposite has happened whereby a lot of French-born players are allowed to apply for African citizenship based on their heritage, and have been returning to their 'motherland'.

It's not especially rare, really, it's just a bit more obvious or extreme with France. For example, several members of the German team are actually Polish, and even one of your own Italian players (Perrotta) was born in England.
