I don't know that it was the honor system that ruined PVP, but the introduction of battlegrounds certainly did. I never understood why battlegrounds were introduced on both PVP and PVE servers. And I don't see why this idea - which really sounds like a battleground in search of an instance - would fix any problems world PVP has.
However, I also fall into the category of people who never understood how BGs 'ruined' world PVP. It only 'ruined' it if the only reason you did PVP was for honor. If you like killing people for the visceral feeling of their dead body under your foot - none of that is gone. If you like killing people because human intelligence is better (at least 80% off the time) than mob intelligence, and it's in *that* combat you find a unique challenge - none of that is gone.
Once again, people have to decide if the actions they take are because they're fun in themselves, or because they want the shiny bauble at the end. If they're doing PVP because it's fun in itself...PVP is alive and well.
And one final rant: I hate people that complain about griefing. Does it suck? Yes. But there is evil in the world. To quote:

If my gnomish Warrior was to walk up to someone, and just whack the crap out of them, Am I a PK'er. YES! Why? Because I attacked you. I am an EVIL person. I will just soon kill you as to look at you. This action does not make me a PK'er. If real-time combat allowed for Role-play (which it doesn't) I would role-play it.. but with the system games have now, there is no possible way to role-play this before the situation occurs. This must transpire AFTER the damage is done. By then it is too late. I am labeled a PK'er.
This is what people do not understand in games today. Just because I kill you, does not make me a PK'er.. it could be that I am actually role-playing my character the same way I have always been.
