It seems to me that using dungeons with different wings could solve a lot of the exclusion we see in current end game raid content. Just going on what information is available it looks like at least three instances in the expansion will have their last "boss wing" as a raid instance. This should help out a lot in allowing players to access raid content since the boss wings are suppose to be short encounters mostly.
I did a more complete write up on why I think this dungeon design is very good for casual players.
