Yes, as you continue gain progress, you may eventually reach the level cap even if you didn't leave the initial zone.

The point you are missing is that this is a PvP game. As long as you are having fun, it's all good. So you just go play where you think you can have the most fun. How's this a problem? If you are bored in a zone you can go to the next one.

The incentive is the character development, as when you are level capped you cannot see and use all the skills you can have. And then there's the PvE incentive. The possibility to see interesting content, do quests, get equipment. What else you would expect? The game opens up, you are naturally driven to a more complex environments instead of just sticking to a simple, lower level zone.

What's the incentive in WoW? I don't see how things change in this other context.
