Adding world PvP raid options to the LFG tool would be nice, but Blizzard won't do it. Town/city raids may be fun, but they disrupt the carefully-designed amusement park ride. Blizzard wants large-scale PvP action tucked away in individually-wrapped instances where they can't cause lag for everyone else, or spread thinly across a zone so you don't have to deal with having 60+ people in one spot. (Side effect: The conflict is spread so thinly that it pretty much doesn't exist at all. See the attempts to create conflict in Silithus/EPL.)
