I wouldn't call that "sense of humor"
it's "funny" considering for a long time there was very little reward for PvP and it was popular nonetheless - but Player has a point IMO, too many people don't do arenas for fun, they do them to get gear in a casual way (although blocking "casuals" via rating requirements seems to be the new thing to do), or to gear up to a point where they can start to have fun (losing just because your gear doesn't match that of your opponents is hardly what I call fun)
also, the comparison is flawed, for people to fight each other (ideally: in a fair contest) they don't need better and better gear, all they need is "the same" gear to challenge harder and harder enemies - but while moving up a ladder and getting queued against more skilled players offers a sense of progression without necessarily requiring more powerful equipment, the same doesn't work in raids where beating "harder bosses" requires better gear
ofc if you introduce weapons that are x% more powerful than what's currently is out there so people can beat a boss with y% more hitpoints or to survive enemies who hit z% harder in a new raid instance, somehow they have have to make sure their precious e-sport doesn't suffer when the people who run Sunwell Plateau enter arenas
and that's prolly the only honest explanation why they need to drive item power inflation like they do - not "because without loot people wouldn't like it", that's just trying to ridicule the legit concerns of players. But I didn't expect more from Kalgan anyway...
