Your own faction empire regions should feel relatively safe since the faction Navy you're so worried about ganking you in your enemy territory should be protecting you in your faction territory.
Also everybody who is signing up is willing to PvP thus should be at least willing to get shot and blown up at the chance to do that to someone else. The difference to total noobs is, that you have signed yourself to getting blown up and blow up others.
Further you're not alone, you have the tools (factional warfare channel, Eve Voice) to group up/organize and gather intel and call support. And there are only two sides to the FW, no endless long diplomatic talks with NRDS, NAP, shoot neutrals on sight and what ever. You or them.
If one side is dominating, it is either you or them. In case it's your side, isnt that what your goal? If it isn't your side, isnt that something you are fighting for?
