The problem with this (and WoW battlegroups) is that it destroys a sense of server community. AFKers can do so free from repercussion because no one on their server can hold them accountable. Scenarios would no longer contribute to VP on a particular realm, just whatever instance was currently up. It would destroy the concept of a world at war that (I hoped at least) WAR was going for.
