Yeah you cap out at level 20, but that's to give an equilibrium with the PvP aspect. It wouldn't be as fair if you had level 60's who play 24hours a day, 7 days a week keeping top rank because not everyone has that kind of time to spend.
Besides, the quests, missions, etc are all set up so that you're able to complete them regardless of the mob's level.
Being competitive doesn't have anything to do with level. Competitiveness is merely trying to be better than another person, group, guild, etc.
